in 1992, i was given a $100 traffic fine for driving without insurance (i was actually riding a dirtbike, not driving). i now want to pay the fine so that i may re-apply for a license, but dmv is telling me that in addition to the fine, i have to pay a $500 civil penalty due to the receipt of the fine itself.

dude why didn't u pay for the ticket when u got it. That what u get for paying it late. You know the dmv love to take your money. Probaly there is because you are given 30 days to pay a ticket.
