Is there a legal $500 civil penalty tacked onto a $100 fine for driving without insurance?

in 1992, i was given a $100 traffic fine for driving without insurance (i was actually riding a dirtbike, not driving). i now want to pay the fine so that i may re-apply for a license, but dmv is telling me that in addition to the fine, i have to pay a $500 civil penalty due to the receipt of the fine itself.

yes there is ,when you don't settle anything like this there is a civil penalty on it and you,ll either have to pay it or hire a lawyer,and its cheaper to just pay it than hire a lawyer ,because all he,ll do is get it reduced down,and on top of his fee you,ll still wind up paying a lot,so id pay it and forget about it,good luck,i hope this help,s.

dude why didn't u pay for the ticket when u got it. That what u get for paying it late. You know the dmv love to take your money. Probaly there is because you are given 30 days to pay a ticket. If you don't and you paid it late they charged u a fee to open your ticket back up and etc

Why don't they have car insurance just for blokes?

Driving is a privilege, not a right. That means DMV can operate on policy and change the policy whenever they want. Yes, the $500.00 civil penalty is valid. You were operating a motor driven vehicle.
