It is a "Certificate of Financial Responsibility", usually you get one if had a DUI or had your license suspended.
Basically, it's a way for your state to make sure that you are insured. If you lose coverage with a company, they notify the state, which in turn may suspend your license...again. My state requires an SR-22 for two years straight before they will release your license.
*You don't have to have a car to meet the SR-22 requirments, some insurance companies will sell just the SR-22, for around $25 a month(at least in my area).
