If i have points removed do I pay the £19,and I automatically get issued with a plastic licence,or do I also have to pay for the upgrade to have the plastic one made(another £19)instructions are not very clear,is it £19 or £38.

DVLA no longer issue paper licences. When you complete the D1 & send it off with the £19-00, you also have to provide photo ID etc, which confirms they will send you a plastic photo licence once the points have been removed.
You only pay the once.

Dont quote me on it but im sure you pay the £19 and your endorsement, if spent will automatically be removed, when you receive your new counterpart and new plastic card. All the best
