You won't have to get a permit first, but you will have to take all the tests (including driving). You also have to have proof that you completed the Drug and Alcohol class, but I think you can find those courses online with no problems. When you're done with all that, though, you'll have an unrestricted license.

Since you are an adult...a learner's permit isn't required unless you want one. Make sure you study the driver's manual and get your driving skills on track because you will have to pass the road and written test.and likely pass a vision test also.
