Involved in a car accident?

I wasn't given a ticket and I feel like I was set-up I was backing out of a parking place and I though the car had passed then as soon as I started backing up about 2 feet i hit his rear wheel It didn't hurt my car and all I saw was a scrach on his wheel but he wanted to call the police and I said it doesnt look bad he stated that we could see. After I drove away I though about the scraches on his wheel that looked like they were there already is there anything I can do?

Whether you were ticketed or not is not a factor. You were backing, and hit a car, perhaps causing damage. Since you were backing, you are at fault. Notify your insurance company, let them do the investigating and handling of any claims that come of it. That's why you have insurance. If the person calls you directly, refer him to your insurance company and don't get into any discussions with him. Never admit liability.

You backed into another car. Done deal. Let your insurance company deal with it.
FYI - in the future, always try to get the cops to come out. An accident report goes a long way when attempting to establish depth of damages. One more thing...carry a camera in your car or a camera/phone at all times. There is NOTHING better than photos of a loss scene in this situation. (your claims adjuster will kiss you on the lips).
