Can a judge grant a personal injury claim more amount than what is covered by my auto insurance ?

Yes. All violations including federal are reported to the state DMV. All your information including DL# were taken at the time the citation was issued. I'm sure you will see an increase in your insurance rate since they run motor vehicle reports.

Driving without insurance/registration, got caught, now what?

It's questionable seeing that your in the millitary and got picked up by the mp, I really doubt that it will be reported to Ohio.
