What does the Wisconsin drivers license number mean?

I heard that the last two numbers in your drivers license number is how many people there are that have the same name as you in your state. Like, if my name was John Smith and there were 34 of them in Wisconsin, the last two numbers of my license number would be 34. Is this true?
