I don't know what your asking either. When I lived in IL I had an illinois driver's license, but kept my Wisconsin plates. The only reason I did this was so I wouldn't have to get my car inspected for emissions, because it would have failed. Also registration in IL was a lot more expensive then it was in Wisconsin. Not supposed to do that, but if you don't get caught, it's no big deal.
