I need to get a Utah licence, but can't just take the written test. Unfortunately, I can't get insurance on a non-US licence so am not legally able to buy and drive a car, but I can't pass the test without a car and don't know anyone who could let me use there car or if I would be legally insured. This seems a classic chicken and egg problem any advice!

Sure you can! Don't give up your British licence. It is worth more than any US licence. Just Start from the begining and apply for a Utah licence. I have both.
