I sold my car to a young man two years ago. But, last year I've got 5 parking violation mails from the city where I've never been. I realized that the young man hasn't registered the car I sold, and violated parking regulations.

State laws and regulations differ in every state. So a simple question is how have the parking authorities identified the car? I presume you did not give who ever bought your car your tags, so it must be the VIN. In many states, once you turn in the tags, you have negated all responsibility to the car. Basically, if you have cancelled the insurance and turned in the plates, most staes will recognize that as the end of your responsibility to that vehicle. You can't make any buyer title and register the car. You can try to send copies of the receipt for the plates, or a copy of the registration that the plates have been transfered to another car and a copy of when your car insurance on that car was cancelled to where ever the tickets were issued. That may stop the bills from coming to you, and they will look elsewher for payment, or just write it off. Your name is the most recent name on record. Prove you took the plates off and cancelled the insurance and did all you could to protect yourself, should be enough to take care of the problem. Unfortunately it happens all the time, because a seller can not make buyer title the car in their name. If your state charges property tax on vehicles, you can also send the ticketing state a copy of your property tax showing you are no longer being taxed on the vehicle, since it isn't yours anymore.Should have's won't help, and only make you feel guilty. You are probably stuck. You should have filed a change with the DMV as soon as you sold the car, in order to forestall exactly this sort of problem. See if the police can help you -- they might have an idea. If the present "owner" ever gets stopped by the cops, he won't have a valid registration to show -- nor insurance, which in many states is required.
If you can't do any of the above things, there is one drastic measure. I'm pretty sure there are state laws that require the vehicle be registered to the new owner within a certain amount of time. Obviously he doesn't feel the need to register the vehicle, so ask the police what you should do, and if reporting it stolen would be a good idea. Once they stop him for the car being stolen, he would have to prove ownership and then you can get him to register the car. Again, ASK the police if this is legal... they might get mad at you if you report a car stolen that technically wasn't.
You need to go to the DMV right away. When a car is sold, a car you as the seller, file paperwork that states that you have sold the car, to whom you sold it, the mileage when sold, as well as other information.. You need to take the bill of sale with you if you have one. I believe that this is done to protect you from exactly this situation.
I would go one step further and send that person a registered/ certified letter stating all the info of the sale and what is going on with the tickets. Ask them to register the car and to take care of the tickets. Take this letter with you when you go to the DMV( to file the bill of sale) and notify them of your situation as well. I am sure this happens all the time and there are more ways to protect yourself.
The tickets are tied to the registration on the car. They will not be able to get current tags for the car unless they pay for the old parking tickets.

You could file a "seller's report of sale", but it won't stop the prior tickets. I used to work for the Washington Dept of Licensing, this is what is done there, I live in Oregon as well, I believe they have something similar.More Questions & Answers ...
