I've read online advice saying take vin number and proof on insurance to DMV but I haven't insured it for years. It's been in my garage. Can I get a new title withouT paying to insure it? I can barely afford the insurance for the car I dO drive. Thanks

Check with your states DMV.gov. I bet you don't need insurance to get a new title.. but why pay the $ and wait for 4-6 weeks for a title when you can sell it using a bill of sale. You have an old registration most likely. It lists registered owners name on it. And if someone test drives it..most insurance companies cover the driver in what ever car they drive. Unless they have some CheapO' insurance.. Put it on craigslist.org for a a reasonable price and sell the thing...You can go to the DMV with the buyer and they can pay the fees. Take the $100 you save on DMV fees off of the price...

You would need insurance if you want to register/license the car so it would be tagged. You should be able to get a duplicate title without insurance. You would probably need ID (assuming you are the current owner) and possibly the VIN number. Contact your local Motor Vehicle Department about getting a duplicate title for the specifics.

Take your registration card with you. Even though it's expired now it will show that you own the car, and it should have the VIN on it too. If not, copy down the 17 digit VIN. Apply for the duplicate title. Whoever buys it will have to bring the registration up to date to drive it away of course, or have it towed, but you can sell it with the duplicate title. DO NOT allow a test drive with no plates or insurance. If they want to start the engine, fine, but NO test drives.

The title and insurance are 2 different things. You could have bought that car new and parked it in your living room for 10 years. You are still the registered owner by motor vehicles. They don't care about insurance. It is the police that put A & B together.

You can declare it as not road worthy..ie no engine! and dmv will issue you a new title with the proper paperwork. It will probably take two trips to their office to get it all done, but as long as you aren't on the road with it and tell them it's not run in years they have contingencies in place for that.
