How much to Register a vehicle in TN?

Yes, you can call them, but they won't tell you what the coverage limits are.

In the state of CT. do you insure the car or the person driving it?

Yes you can. They may give it to you or may not. If you have filed with them and you have the policy number and police report number, they should be happy to let you know. State to state is a little different in certain instances, but basically that information can be obtained under open records act. In most states, there are liability insurance requirements which cover cases such as yours. From the amount you posted about it, I would say you would get the information you are looking for by calling. Sure can't hurt to call.
