I don't think that Welsh Lad is correct, the subroutine to remove expired endorsements should be invoked every time a new licence is printed. If you're having one printed for a change of address or to add a test pass, they should be removed as a result of that and you pay the fee, if any, appropriate to that transaction. If there's no other reason to print a new licence other than to remove expired endorsements then you have to pay for a replacement licence. At least that's how it was when we wrote the system.

points will only be removed after 5 years but you need to send it back to the dvla who charge a fee for a new licence

If you have a legitimate reason to be issued with a new licence (change of address or change of category ect) then the new license will be issued without the points that have expired, otherwise the new licence will be issued with the points on it.Otherwise you have to pay a fee to get a licence reissued with points removed (once they have expierd) .

Points will automatically be removed if they have expired, no cost to you. This also applies if you simply change address.
