if you buy the car outright then no you dont need it. but if you get a loan from a bank or other finactial institute. they require insurance on the vehicle to cover their loss if the vehicle is damages in any way. I have heard if you park the car and turn in the tags to the DMV some banks might let the insurance go. but dont quote me on this.
