I live In CA my neighbor hit my car and said she would pay now she wont. How do I take her to court?

hmm , call your local court house, get transferred to small claims court and ask for the statue of limitations. Honestly verbal agreements are hard to prove. My best bet is to call your insurance and have her deal with them. Give them all her information, your insurance company will attempt to collect, if unsuccessful then they take her to court.
Another thing is that if you go to court and you didn't have insurance at the time of the accident the judge is going to fine you and most likely dismiss your case.
