Is it true there was a new law passed in CA that restricts you from getting your license until you're 18?

I heard rumors of a law being passed about your age when you get your drivers license, like having to be born in after '92. Is this entirely true?

I searched the California goverment site and it didn't say anything about a new driving age, and it probably would if there was a new one. So don't freak out. Plus you'd probably hear something about it in the news if it was true.

I don't know, but it would suck if both the law was truely passed and my birthday was January 1st, 1992.
