You will need to send a registered letter to the owner on record, mail it to their last known address, when it is returned to you, do not open the envelope, take it and go to the DMV and explain the situation. You will be able to do what they call a "registration only". You will be issued plates and tabs, there will be no title issued at this point. If the owner doesn't step forward within three years, then you can apply for the title in your name, during the registration only timeframe, you may sell the vehicle, it will still remain as a registration only vehicle until the three yrs pass.

It is now your problem. The original owner isn't going to have any more info on his previously owned vehicle. Now you have to go to motor vehicles and get new title papers for the car and pay the cost associated with the paperwork. And they move SLOW. You would be faster tering your house apart piece by piece to find that piece of paper than to go thru govenment.
