I got a little problem with DMV in virginia?

Question:
Ok so I sold my car lke January 15, 2007. On my trip home I lost luggage with the plates. You have to turn in the plates before dropping insurance. I havent dealt with this because no money. What can I do to fix this. Will I have fines I havent drop insurnace yet its a $500.00 fine. Please help

If your luggage was stolen, then so were your plates. Surely they wouldn't fine you for the illegal actions of others.
