Yes you can get a license in another state as long as your issues in california are resolved. What I mean by that is as long as your license isn't still suspended and you have your SR22 filing. Then when you move to another state the have you turn in your california license and request your records from california. Then they have you conform to thier requirements or continue california's requirements. But if you are asking can you move to another state and get away as if you never had a DUI then the answer is no. Sorry :-(
