Pussnboots333 - we don't say "the 23rd of the second month" ; we say "the 23rd of february". Hardly much more of a mouthful than "February 23rd", which, incidentally, is something we also say. If I followed your logic, then Americans would say "the second month, the 23rd day".
Americans just seem to like the shortest possible way of doing things - another example is numbers. In Britain we say "one hundred and forty five", Americans say "one hundred forty five".
