Yes it does. I don't think - I know, but there is proof via the link to the DVLA site. I live in the UK and know people that have been pulled over by the police for not having a front plate (because it had fallen off.The requirements are set by the DVLA (Driver & Vehicle Licensing Agency) and governed under the Road Vehicles (Display of Registration Marks) Regulations 2001.

yes it does. casrs after 1973 have to have white on the front and yellow on the back, pre 1973 it can have black background and white letters. motorcycles used to have to have front number plates curved over the front wheel facing sideways, but the were banned after too many people had fatal injuries going over the handlebars in an accident and landing on what is essentially an upturned blade. if you watch old films (maybe the italian job's minis?) for black number plates, or for motorcycles front plates on 'hearbeat on ITV'
