Have DVLA lost your license before? what can they do for us for their mistakes?

Question:
i sent my driving france license to DVLA swansea to get a counterpart (d9 form)license so i can pay the fine and get that point on my license... it end up with them losing my stuff-! i am soo mad at them but have no idea how7 kick their **** back1! its a pain in the *** to contact france as i dont speak france anymore!! has anyone been in this situation,,, should i do a police report? need help . regards,
