good question i have wondered the same.data protection act (in uk) does not allow this, only a police officer can do a vehicle check and even then has to have a reason for doing so.

If you need to try and trace the driver of a vehicle involved in an accident they you should provide the registration number of the car to your insurance company and they'll take care of it...
