No Car Insurance?
I was wondering that myself actually. One ran a red light yesterday and nearly hit me as I started to walk across the road. I was mad, but later I started to wonder if they would have stopped - cause if someone "accidently on purpose" caused an accident to get them to stop, they could get robbed. But then, if it is truly an accident and they ran over someone, dont they have an obligation to stop or wouldn't that be hit and run?

I have no idea, they may call for police rather than stepping out. Armored trucks have some peculiar problems. One had an accident in this area...it went off the road into a small stream, on its side. It only had a door on one side, and that's the side that was down. The guards were injured but were able to get into the back and open the doors. The emergency crews said if they hadn't been able to do that, it would have taken an hour or so to break in and get them out.
