YesIf your driver's liceanse gets taken away in one state can you get another in a differnet state?
Not sure exactly what you are asking for. Anyone can track down the titled/registered owner of the car by either the VIN or license plate(as long as plate isn't stolen)How do you stand letting someone test ride your motorbike with insurance company?
However, if you are specifically looking for the driver of that car, this could obviously be more difficult. If the car was stolen or was being used without permission, the insurance company could deny a claim for damages their vehicle caused to you. The owner would also not be personally responsible for damages a car theif caused to you either.
Insurance companies have access to BMV databased as well as criminal/financial background checking agencies. We can find out all sorts of good stuff!
