I went to buy water and when I came back to my car I was holding both bottles of water and opened the door and the wind blew up the door and scratched the car next to me , the owner of the car was there, so he came to me and ask me to pay. It was a really small scratch, very thin and short, white...just an scratch.. I apologize to the owner and tried to take the responsability. but he wanted to me to pay.. I didn't gave her my driver's license, nor the insurance...she only has my name, cell phone, and license plate number...She call me back! and said it will be 200 dlls..I don't think it's fair. Should I just get rid of the problem and not answer the phone, just not pay?? Can the police arrest me if I don't pay?

No, but she can take you to civil court over it. Believe me, $200 is nothing when it comes to auto repairs. She's more than likely telling you the truth. tell her to contact YOUR insurance company. She will be out the money because its your word against hers. If the scratch was there before you BARELY bumped her door or not. NOOOOOO the police can not arrest you. The only thing the other guy can do is track you down and fill a small claims against you. ( SUE YOU ) Your name and address are on the net and if they want their money that bad and the info you did share with them is enough for a lawyer to track you down and fill a suit against you. Don't pay, make her take you to court. You wont get arressted unless you don't show up for the court hearing. And the worst that will happen for the court is fines, and lots of them.Change your number.
