The insurance company is really insuring the car and anyone who drives it. Your teenager only has to have the "potential" to legally drive the car in order to be considered a "risk" by the insurance company.

I believe the deal is that once a teenager obtains his or her license, the insurance company considered him or her to be able to drive any car under you insurance. In other words, whether or not he/she drives the cars insured, once they obtain their licenses, they are liabilities and must be covered.
