Why are some illinois license plate stickers different colors: mine has a clear background with black numbers?

The sticker for 2007 was orange with black numbers.. whats up with that..

They are a different color every year. Made for police to see if your plates are up to date easier.
06 was green, 07 was orange, 08 is white.
