While reversing I accidentally took a very small amount of paint of another car. After dropping off a friend back at their house, I returned to see if I caused some damage (which I did). I waited for about two hours but left a note after the owner had not returned but the owner has not contacted me.

They would have called you by now. My suggestion is to drop it. You did the right thing in leaving a note. That was very responsible of you and not too many people would've done it. You did your best. Now leave it alone.

What they usually do is hold your claim open for 30 days and then if no one conctacts them they will close the file. If you'd obtained a tag number for the vehicle you could have told them that and they could have tracked the person down to see if he was making a claim. But that's maybe more than you want to do.
