Someone told me that car rental places have special rates for insurance claims, is this true?

I was on vacation and i got a speeding ticket in kansas. Will this get back to my insurance company in WI?

I do not have "substitute transportation" on my insurance, and am unsure if I will be found at fault for the accident, will I qualify for this rate if it exists?

I have bought a car from a friend who never had the logbook, how do i tax it or get a new logbook in my name?
