Well it SHOULD be sticky!Put it on with scotch tape, and then frame the plate in an acrylic holder which is probably available in the local Pep Boys automotive store.

be sure the plate is clean and dry then use super glue or gorilla glue on the back of the sticker.be sure not to get any on your fingers. if you do use finger nail polish(with acetone) to get it off. never pry apart fingers if you value flesh.
very hard for a silver back sticker to lose the sticky as this is actually alluminum w/ glue. either you didn't remove the backing or the sticker missed the glue shot when made.
just take it to any BMV and they can swap it out for you.
