How can a private parking company fine, or find me, for parking on property next to a public road in England?

Question:
I parked for 8 minutes between other parked cars on a flagged footpath open to the public within an area covered with yellow lines.
I have parked there before and think the footpath is owned by a mosque/religious group.
I returned to find a parking fine stuck to my car. on looking around I saw a sign, 15 feet up a pole at the end of the road saying your nicked, pay up.
Do I have to and how does a private parking company find me through my reg plate, and ultimatley enforce their fine.

Question for Texans?

If it is not from the police or a traffic warden they have no right. That's why they often use clamps to force you to pay. I would personally ignore the ticket, I find it very hard to believe they would have any way of enforcing the fine or tracing your number plate.

$10,000 fee, and cant drive for 3 years! is that reasonable?

I doubt the private company has any legal backing to make that enforcement. As former private security, I can let you know that the notice probably has no legal binding, and you can disregard it. However, there are some locations patrolled by special police, which are security guards with powers from the local gov't to enforce parking regulations. You may wish to check which organization left you the ticket before following through with my assumption.
