When you say "brokers" are you talking auto brokers? Or insurance brokers?
I know in Florida, an auto warranty is considered insurance, so the person selling it, has to have a valid insurance producers license. Most places won't bother with that, because you have to take a big ol' test, and do X-number of continious learning hours every year....its just not worth it to most.
