I think you have 3 months or so to change the address on your license, i suppose that goes for moving out of state as well. as long as it isn't expired you can buy and register the car, without a problem, but if you wait to long to get your address changed they may give you a hard time about it.

Ways to lower my insurance rate?

If you are a resident of Virginia, living there, have been there over 30 days, or are employed in Virginia, you need a Virginia driver's license. There are a lot of steps to registering your car in Virginia, including inspection. See http://www.dmv.state.va.us/webdoc/moving... for more on the subject. Also you can not have a license in more than one state, ever, for any reason.

I'm totally stressing over this DMV permit test...any suggestions?

You can buy a car using your Texas drivers license but every state has a time period that they allow you to keep your old license before getting the one for the state you have moved to. After that time period, you can have a problem if you are stopped for a violation or get into an accident. Check with Motor Vehicles to see what the rules are in Virginia.
