forget it, it is pure b....t and a scam, in any European country you need either your US driv.license for the duration of your visa or to pass the national driv license test. No Europ country will recognize a driv.license which is not issued by the proper authorities. Beware, if you use a piece of s..t like that and are involved in an accident you will end in jail and insurance will not cover you if you have rented a car supposing that the local Hertz or Avis will let you rent a car with a document like this
