Short of asking the police to trace the number via DVLA and they would not tell you,officialy.
You could try asking any contacts you might have in car trade if they have access to the DVLA database, such access can be bought by people who have ' the reasonable need' to trace car owners such as car park owners. You would be suprised what might be considered private information is on offer for the right price.
