Is there a way to track down a car I used to own. Is it possible to run the VIN in a computer somewhere?

Question:
I`d like to see if I could purchase it back.

Answers:

What should I do about my car insurance company?

I don't know how much information NADA would give you. I know that the DMV is very private, but NADA may be able to tell you what the last record is on it, which may give you the state. At that point, you could contact the DMV and ask them if they will mail a letter to the current owner on your behalf. They will have to read the letter first, but, depending on the DMV they may do it. I know that there are a lot of IF's and May's in there, but I hope this helps.

Country of origin-vehicle license plates?

They can, but will they. That would be a violation of someone's privacy. Maybe you have a friend that is a cop, and see if he could help you. You may contact the manufacturer and see if they have any info on the car.
Since you have the VIN the DMV would have the info on their files it's just a question of will they tell you?

Car Insurance... Whats the difference between 3rd party fire and theft and fully comp??

No, this information is restricted to those (like law enforcement) with a need to know.
