Not enough information. Were the cars moving? were they stopped? What was car three's impact speed? What was the momentum transferred to the second car? If car three was not going fast enough to produce a strong enough impact pulse then car two is at fault for not maintaining a proper following distance. But if car three was traveling at a high enough rate to produce an uncontrolled impulse on car two, car three is at fault, and this should be counted as one incident.
