Well if the release was never filed with your local DMV, and there is no viable procedure for the waiver of it for re-registration, you are going to have to track down the lienholder of record, or the heirs or assignees, and have a new release executed.Advice regarding car insurance....I am new to it all?
There is another procedure called a 'quiet title' which you may have to use but for that you have to drag in a lawyer - god forbid. Try the DMV first and ask them about alternatives.
