Answers:

should I file a claim with auto insurance?

Go down to your local DMV department and file a release of liabilty so that if the wrecking yard sells it you can not be held liable if it is made workasble and is in a wreck. Good luck

Getting my mother's truck on the road??

You didn't say what state, and different states have different rules and regulations about and owners responsibility to their car. I used to do motor vehicle work in a number of states, and in most of them by turning your plates back in to the state, hopefully you got a receipt, and notifying your insurance company you no longer have the car is sufficient notification to insure you are no longer responsible for the vehicle. If you sold or gave it to a tow company or junk yard, they should have given you a receipt also. Mostly for tax purposes. But that too protects you from being liable for the car.
So get a receipt from the tow company or junk yard for the vehicle. Make sure it has the make, model and serial number on the receipt. Hopefully you got a receipt from the tag agency as proof you turned in the tags. Turning in your tags notifies the state. And something from your insurance company that the car is no longer insured or registered in your parents name.

Does anyone know of the email address for 'Wheel Clamping Appeals Manager' at the DVLA?

It would have been ideal if you had a copy of the signed over title to whoever got the car. That way you would have another bit of proof you sold/gave to a tow company or junk yard. They had to tow it somewhere!!
