If she doesn't have a licence then she is also dirving uninsured. This means that if she crashes, not only does she have to fork out for repairs to her own vehicle, but for repairs and/or compensation to anyone else she hits or hurts, should they live to tell the tale.These people are a complete menace. Tell your "friend" to stop it now, get some lessons, pass her test and be done with it.
