Depends on what state you are in, and if she can get the charge(s) dismissed from her record.
In California, driving in a carpool lane without a second passenger is a 0 point offense, but is still charged on insurance. Driving without license on person, but having a valid license wouldn't be charged.
If the insurance does increase, then get quotes from other companies. This does NOT give her a bargaining chip in ALL states. There are states that have their rates through a commisioner, and have to prove that each customer is being treated the same under set criteria. There are other states that have the option of waiving the ticket/accident, without having to get state approval. It truely depends on what state she is in and what that state will allow her agent to do. If you have a good agent, he/she should be able to offer her other discounts to counteract the rate increase.

Not necessarily. It depends on what criteria the insurance company uses. Some companies will raise your rates based in part on information on your credit report. They usually check every 6 months to see that nothing is out of the ordinary to warrant a rate increase. I would tell her to keep track of the offense and its non point status to show to the insurance carrier just in case they try to raise her rates. I would also contact other insurance carriers for quotes and have a print out handy. This way if it comes down to it, she has a bargaining chip and can take her business elsewhere. Either way she can win if she prepares herself in advance for the possibilities early.
