I have a minor driving citation. If I get my own insurance right now(6 months before I turn 18), will my insurance make me pay the extra costs that go along with the ticket for 3 years even though it should be expunged when I turn 18?

What makes you think the ticket will be "expunged" when you turn 18? It's a moving violation, traffic, not a criminal juvenile record. It will stay right with you through your 18th birthday and beyond.

Where do you live? Why would you think a driving citation would be expunged? Are you confusing it with something like a juvenile record for stealing a candy bar? It sure doesn't get expunged any place I have been licenced, and why should it? It seems to me, if any under-18 tickets get expunged, then good driving credit for the time you were under 18 would also have to be wiped out, right?

Farmers will not legally be able to bind coverage with you unless you are an emancipated minor. Your legal guardian would have to be on the policy with you. If you currently have Farmers, they will keep what they have on file. After you turn 18 and it truly is expunged from the record, you can bring in a copy of your driving record, showing that it is no longer on there, and they should correct it. I know that some insurance companies would be able to bill you separately even if you are a minor. That is something to check on
