No, generally a work truck parks where ever the work is. You don't have free license to hit a vehicle just because it isn't in a legal parking place, do you? At a car length away, she had plenty of time to see it.If an insurance company denies your claim for an automobile accident how can you open a new claim?
Was there a police report filed? Otherwise if not then most likely no there isn't anything that can be done. She can contest to the fact that he wasn't parked correctly, but with out proof the adj isn't going to be able to do much. If she only has liability then there aint much the insurance company will do for her veh anyways...absolutely no liability will be on the truck. Your sister should have seen that the work truck was parked improperly and either avoided it or tell them to move it. You cant just hit something because its not parked properly
