If the vehicle is being auctioned off by the police, government or a bank, don't worry, the title is no longer in your name.If it's a private auction, they will contact you,and then just mail it to them using certified mail.

Can a dealership change my APR after a week?

If the car is being auctioned, because of your failure to pay the loan, you have no title to deal with, you have the balance of the loan to deal with, the lender will contact you about the balance. If you are selling the car privately, through the auction house, you will leave the title and a notorized Power of Attorney form, allowing the auction house to release the interest of the car, and disclose the odometer. The auction house would contact you regarding you receiving your funds, it depends on the contract that you sign, giving the auction house permission to sell the car. I personally would sell privately, you won't pay costs to have someone else sell it, and you are far more likely to receive fair market value for your car.
