If you can't pass the test, then put your glasses on and do it over. If you need the glasses to pass the test, I believe that they will require you to have them on for your picture. That has been my experience.
Remember that glasses are not distractions from your beauty so don't be afraid to wear them.

At least one state where I was licensed a number of years ago required us to wear these butt-ugly military-style BCG frames without lenses so that the flash wouldn't wash out your eyes in the photo. Worst license photo I ever had. Don't remember where that was, though.
