Most states require it so that you don't use your old plates, that are no longer registered to a person, and then get in an accident or traffic violation. I also know that some states reuse plates. When I moved states, they allowed me to keep my plates. I don't know if there is a penalty for not surrendering them.I don't know why they want them but NY charges you $5 per day, every day they don't have your plates; starting the day you register with another state.

By the way, just because you live in another state does not mean that penalties are unenforceable. When you go to the DMV to register a vehicle or get/renew a license they will refuse you until the penalty in the other state is taken care of.

Depends entirely on the state. In Oklahoma for example, once you have your new plate you can nail the old one the garage wall, or make a bird house out of it, they don't care. Other states require you to turn in your old plate to get a new one. CA for example. What penalties? You don't get your new plate until you give them your old one.It's to make sure they can't be illegally used. That was the only reason they gave. When my daughter moved from Oregon to Calif. they wanted her to give back her plates...but They let her keep one cause she asked.

The DMV needs to delete the number so it won't be duplicate it or given to another vehicle. It's also for your own benefit. If they got stolen and used for other purpose, that way you won't be responsible. It also will prevent them to keep charging you registration fees, if they don't know you moved out of state. When my brother and sister-in-law moved from North Carolina to Tennessee, they were not required to return their NC plates. Same thing for when they moved from Tennessee to Maryland - no turning in the Tennessee plates.
