Is there a driver license and registration that is not attached to any state?

Question:
I want to own an RV, drive it but never have to return to any state to get a new license or registration. For the next couple of years I want to live in all the states for no special length of time. I want to to be a United States (48) traveler.

Driver is other than the insured?

Register where the rv was purchased. Only a diplomatic license is otherwise.

T boned by unlicensed driver in someone Else's car. Now What...?

Sorry, no, all licensing and registration is through your state of residence, in your case, the last residence before you depart on this trip, no matter how long you travel, until you establish permanent residence in another state. most renewals are handled by mail these days, so notify your DMV of an interim address (family who can forward to you) an your final address.
