Sure, it's a public facility and the doors are open to you. If your asking about getting your license, nope, not without the letter of completion. Relax, you've got your whole life ahead of you, and a few days won't make that much difference.

Depends on the state. In NJ for example you must take a course, and the driver's permit is released to the driving school and not the student. Once the student passes the 6 hour behind the wheel, thats when the permit is given to the student.

Points on your liscense, when do they come off?

I believe you do have to carry some sort of proof of completion with you to DMV. The folks at DMV are always busy (and they aren't always the nicest people to deal with) so I'd wait for the certificate just to be safe and to safe time and hassle when you go to DMV.
