Which one the best comprehensive car insurance?

In the US? What state? Every jurisdiction is different, some have no inspection sticker, some have state run inspection centers, some allow "certified garages" to perfoorm inspections!

Can you register a car in Illinois without a license?

In NY State, you can get plates and a 15 day inspection sticker, allowing you to go to a state certified garage and get a real inspection done. Other states ... who knows!

You should be able to go to your local tag agency to get your plates. As for the inspection sticker, our state (OK) is no longer doing this but I believe you just went to a mechanic and they checked you over and gave the sticker. HTH!
